This is quite an interesting idea!
As the outernet was made to be used as a utility for places without the internet, these places without internet cannot purchase the hardware needed off the internet so there needs to be alternative ways of distributing the hardware!
Of course,i agree with you.We would need an outernet stores.
Maybe it would be better to get individuals to spread the outernet idea. Such as getting certain people to be representitives of the site and make people nearby (without internet connection) understand what the outernet idea is!
I feel that the outernet may not have met what it set out to do (mainly because msot people without the internet probably don’t have computers either so it is hard to reach them about it!
