Broadcasting the block chain globally makes the Bitcoin payment system usable from anywhere in the world without a grounded internet connection. The Outernet and Garzik should combine efforts, and with backing from the Bitcoin community things could really start moving!
PS: I’m new to the community here, looking forward to watching (and hopefully helping) The Outernet come to fruition.
