Outernet uses plain satellite signal, and does not need a modem. On the other hand, it’s not a two-way connection either.

i am trying to get outernet content without the official software or hardware

whit a TBS 6925 using this aplication skynet and skynet32[win or linux] and regex

This is the 64-bit binary of ONDD for linux.

The rest of the project is pretty much outedated, but the binary should work.
