How outernet is possible globally?

Outernet will be provide free internet to global internet users? But how and in which way? Pls tell me about this technology ?
Because in India in rural areas there is no internet facility and even no power supply is there then how to connect with Outernet can possible with solar energy way possible and you provide some anteena also.

Outernet is a one way, data broadcast only service. Similar to how Digital Radio Mondiale is being tested and installed in India for similar reasons, but intended to be used with commerically available wifi hardware running a special receiver app, as opposed to a digital shortwave receiver. This is not going to be a sole solution to lack of connectivity in distant sectors of India.
