Modular Phone Compatibility

With the news of Google’s Ara modular cell phone (Project Ara - Wikipedia), there could be a new standard for cell phones on the way. Since the phone is modular, it can be made to accept all sorts of modules for the user who wants a high end smartphone, but can also be obtained relatively cheaply by user who doesn’t want to spend a lot of money. Has there been any consideration given to creating an Outernet communications module for a modular phone such as the Ara? It seems like it could be made very widely available for a relatively low cost, and would also allow you to bypass some of the limitations of the 802.11 standard as well as the 2.4 GHz frequency band.
