PCTV 461e may need powered USB hub on Raspberry Pi B+

When using PCTV 461e with Raspberry Pi model B+, you may encounter an issue where the tuner does not receive enough power via the built-in USB ports. This manifests itself as device’s failure to start, and the tuner does not appear in the list of tuners in TVHeadend. This has so far only been confirmed in one case with B+ and PCTV 461e tuner, so it may not be a rule for all model B+ Raspberrys.

You can troubleshoot this issue by logging into Raspberry Pi, unplugging and re-plugging the tuner, and running the following command:

dmesg | tail | grep "over-current change"

If you don’t get any output, it means you don’t have this issue. If you get a line that contains text like

usb 1-1-port2: over-current change

It means you do have this issue.

To solve this issue you will need an externally powered (a.k.a. self-powered) USB hub. It’s one of those USB hubs that have an external power adaptor.
