countries like China, Syria and mostly Iran are already jamming signals from satellites. One of main missions of this great, brilliant project is free access to data but governments might be able to jam signals from your satellites! If this jamming would interfere with other wifi networks in cities, well governments won’t do that except in war and coup situations. and in that situations we know how much this project is needed! do you think technically they are able to jam it like TV satellites?
Jamming signals from satellites is actually quite difficult due to the highly directional nature of most receiver antennas. It’s not nearly as effective as some regimes would like you to believe. Really, they just don’t want you to try. It’s just cheaper for them if you don’t question their self-image of success.
