Can every one using outernet is allowed to access every websites? or the service will be available for specific websites only?
Access only to websites that the Outernet system and control board deems worthy. It’s impossible to stream the entire Internet, and users won’t get to requests specific data unless they have some parrallel channel already. Most of the users are expected to be receive and read only.
Not the control board, but the community. However, there will be a secondary layer of selection most likely operated by volunteers that would discard content that cannot be broadcast for legal reasons (copyright issues, patent, software export, yada yada yada).
