I heard that outernet just open Facebook and youtube and we cant open other website. Is right? I live in iran. Thanks

That sounds like Facebook Free Basics, not Outernet.

so outernet just use in school and not utilize for usuall people and his works like internet

Outernet can be used by anyone. How you use it depends on you. I’m just pointing out that it’s different from Free Basics.
