Outernet: Denied by NASA

I just got a chance to read this rejection letter for testing our broadcast material from space. We're actually not sure what this means since our project was self-contained. As our CEO put it "There is no quick explanation; it's NASA. They just weren't into the project, I guess."

this letter say need the spefication is public…need fully open source hardware and software for pay US$150.000.00 to US$170.000.00 or else not pay US$150.000.00 to US$170.000.00 …open you hardware and software or else not money from USA
