no - the map rendering changes depending on the locations of the markers. When the India and Philippine markers come back, the map will go back to normal.
So half the world lost reception? 
The india receivers are down for their own safety. India is starting the 5-day Diwali festival today, and the outdoors is completely chocked with firecrackers.
