Keeping in mind the limitations of the medium, I think that using outermet to broadcast information in a self teaching format would be very useful. Information that would be most useful would probably be things people don’t have access to in rural communities and impoverished countries. Things like math, science and other widely adopted pillars of education would be great, but so would educational material for general infrastructure development. Information about building wells, dams, refining ores, tools that may not be present in a given area but would be craftable like glasses or water purification systems.
There is always the possibility of radio, tv, or newsfeed type applications if the project becomes mainstream. That could be useful for disaster alerts, weather, generally useful news but could also be annoying for the same reasons the news is already annoying.
